Advocacy
Encourages the Indonesian government and the private sector to create better regulations and policies to eliminate child sexual exploitation.
A staggering number of 70.000 to 80.000 children in Indonesia are victim to sex trafficking [1]. Although the Indonesian government has taken big steps to combat this issue, there are still a large number of gaps in the national laws and regulations that weaken the protection of children over the commercial sexual exploitation. It also includes law enforcement agencies where improvement is needed on how to investigate and prosecute the cases fairly. Due to a lack of knowledge and inadequate cooperation, many cases of child sexual exploitation end up without any conviction.
Next to the authorities, the private sector plays a major role. They help put prevention and reporting policies in order. Without these activities, the sturdiest legislation on sexual exploitation will not triumph.
ECPAT Indonesia’s main role is to remind to both legislators, authorities and the private sector that the elimination of child sexual exploitation shall remain a primary objective. ECPAT Indonesia does this by delivering suggestions for law and policy amendments to make child protection more effective. Not only advocating for better regulations but also for better practices within the government.
What We Do
- ECPAT Indonesia has together with other civil groups encouraged the government to ratify the ‘Optional protocol on the convention of children's rights regarding the sale of children, child prostitution and child pornography’ (OPSC) in national law. The OPSC’s goals are to make certain acts punishable and to provide more protection and assistance to the victimized children in the judicial process.
- ECPAT Indonesia is continuously monitoring the actual implementation of the OPSC and encouraging the government to report on the implementation to the United Nations.
- As one of the partners in the Down to Zero Program, ECPAT Indonesia focuses on moving the law enforcement agencies and judiciaries to apply policies, plan of action and protocols in combating the commercial child sexual exploitation in Indonesia effectively.
- ECPAT Indonesia is working with the Attorney General’s Office of Education and Training to provide prosecutors with training programs concerning specifically the rights of the child and procedural laws relating to evidence gathering in cases of child sexual exploitation. Optimal law enforcement equals appropriate punishments.
- Collaborating with the private sector, such as the Accor hotel group, to create policies on better signalling and reporting of child sexual exploitation.
Prevention
Creates and raises public awareness over child sexual exploitation in Indonesia.
A lack of information and knowledge within the society provides perpetrators with opportunity. The dominant challenge here is being able to drive the actual consequences and truth over child sexual exploitation, through all the taboo and shame within the larger communities.
ECPAT Indonesia strives to constantly provide awareness to those who can make a difference ending child sexual exploitation in Indonesia. Comprising stakeholders are parents, teachers, governments, law enforcement groups and the judiciary system.
ECPAT Indonesia also addresses key private sectors such as organizations operating in the tourism industry and IT companies. And above all else, our main focus; the children themselves. Awareness enables children and youth to protect themselves.
What We Do
- Together with Google, running ‘Smart School Online’ campaign to provide digital literacy and to decrease the sexual exploitation over the internet.
- Together with the Ministry of Woman Empowerment and Child protection running the program ‘Internet Amon Untuk Anak’ (Safe internet for children) where by giving training and workshops to communities like NGO’s and local governments on the prevention and the handling of child sexual exploitation cases on the internet.
Research
Instigates various researches on child sexual exploitation.
For ECPAT Indonesia, data is a starting point for disruption and changes in the social environment. Data helps ECPAT to direct focus in creating awareness or advocate for new law and policies.
Unfortunately, sources of data, studies and research on the topic child sexual exploitation is inadequate. In order to investigate change at a rapid speed, ECPAT Indonesia is conducting various independent research and collaborate itself with various government agencies, non-government institutions as well as the private sector.

Twitter Trust & Safety Council
Twitter dikenal sebagai platform penyampaian pendapat yang bebas. Namun dalam hak eksploitasi seksual anak Twitter memiliki komitmen untuk keselamatan anak dalam platform Twitter. Sebagai “Trust & Safety Council Twitter” di Indonesia ECPAT Indonesia membantu melaporkan temuan di twitter yang membahayakan anak lebih cepat kepada tim keselamatan Twitter.
Facebook Safety Trusted Partner
ECPAT Indonesia sebagai bagian Safety Trusted Partner Facebook melakukan serangkaian kegiatan dalam edukasi dan pencegahan eksploitasi seksual anak khususnya di ranah daring. ECPAT Indonesia menjadi tim yang memantau konten-konten yang membahayakan keselamatan anak di platform Facebook (Whatsapp, Instagram dan facebook)
Tik Tok Child Safety Partner
Seiring dengan semakin maraknya pengguna Tik Tok di Indonesia dan seringkali platform Tik Tok disalahgunakan untuk konten yang tidak ramah bagi anak. Sebagai Mitra keselamatan ECPAT Indonesia bekerja bersama Tik Tok untuk terus mengupayakan perlindungan anak di platform tik tok semakin lebih baik.
Tik Tok bersama ECPAT Indonesia membuat panduan keamanan dalam penggunaan Tik Tok yang sangat berguna bagi pengguna usia 13 tahun ke atas dalam melindungi mereka dari penyalahgunaan Tik Tok.
Youtube Trusted Flagger : Child Safety
Sebagai bagian dari mitra terpercaya untuk melaporkan konten di youtube yang melanggar pedoman komunitas khususnya dalam keselamatan anak, Mitra terpercaya pelapor mendapatkan pelatihan dari Youtube tentang pedoman komunitas yang berlaku. Melakukan pengawasan secara manual untuk membantu youtube menemukan konten-konten yang melanggar namun tidak bisa diidentifikasi menggunakan teknologi secara sistem, pelaporan yang dilakukan akan mendapat prioritas tim Youtube untuk meninjau konten tersebut.
Mitra IWF dalam pelaporan konten eksploitasi seksual anak di ranah daring
ECPAT Indonesia bekerjasama bersama Internet Watch Foundation dalam memutus rantai penyebaran materi kekerasan/eksploitasi seksual anak yang terjadi di ranah online. Portal pelaporan materi kekerasan seksual yang dilaporkan anak di analisis dan data basenya akan di distribusikan kepada pelaku usaha industry IT untuk menghapus dan menangkal materi tersebut di Internet. Portal ini juga bisa membantu pelaporan ke kepolisian terkait bilamana anak berada dalam situasi berbahaya dengan mekanisme Kerjasama international.
